SARS e-invoicing: what small businesses should do now

Zuvo Team23 October 20265 min read

Short answer: nothing is compulsory for small businesses yet. In August 2026 SARS published a consultation paper proposing a "Digital VAT Model" that includes e-invoicing, and written comments closed on 16 October 2026. Until SARS finalises anything, your job is simple: keep issuing correct VAT invoices and keep tidy records.

What SARS has actually proposed

On 17 August 2026 SARS published a VAT Modernisation Consultation Paper and invited public input. The proposed Digital VAT Model has three parts:

SARS says the aim is a "secure, structured and near real time flow of VAT transaction data", and describes the rollout as a "phased and consultative approach". It calls the paper the beginning of a long-term reform. The media release does not say when, or whether, small businesses will be required to join.

What is not known yet

You may see blogs quoting start dates for each business size. Those come from third parties reading a consultation paper, not from a final SARS rule. Treat any specific date for small businesses as unconfirmed until SARS announces it. Read the paper itself, or ask your accountant, if you want the detail.

Does this affect you?

E-invoicing relates to VAT, so it is aimed at VAT vendors. The compulsory registration threshold rose from R1 million to R2.3 million on 1 April 2026 (SARS FAQ). If your turnover is well below that and you are not registered, this proposal is not something you need to act on today. If you are close, our guide to VAT registration in South Africa explains how the rolling 12-month test works.

Five sensible steps while you wait

  1. Make sure every invoice is a valid tax invoice. If you are a vendor, check yours against our VAT invoice requirements.
  2. Number invoices in sequence and never reuse a number. Structured reporting depends on clean data.
  3. Stop keeping the only copy in WhatsApp or a folder of Word files. Records you can search and export are easier to move into any future system. See how to track invoices without a spreadsheet.
  4. Record customer details properly. Names, addresses and VAT numbers captured once, correctly, save rework later.
  5. Watch the source. Follow SARS's VAT modernisation page and ask your accountant or bookkeeper to flag changes that affect you.

Example: a small VAT-registered plumber

Say a VAT-registered plumber quotes R8,000 excluding VAT for a geyser replacement (illustrative numbers only). VAT at 15% is R1,200, so the total is R9,200. Today the plumber emails a PDF invoice showing those lines. If a structured format is ever required, the data that matters is already there: supplier, customer, description, amount, VAT and a unique number. The businesses that struggle will be those with missing details and scattered records, not those who simply wrote the invoice carefully.

Where Zuvo fits (and where it doesn't)

Zuvo does not make you e-invoicing ready, and nobody can promise that while the rules are unfinished. What it does is take the admin load off the invoicing you already have to do: describe the job in plain words, get a quote or invoice with VAT as a PDF you can email, and keep your quotes and invoices in one place. See the setups for plumbers, electricians and builders, and use the free VAT calculator to check the maths.

Frequently asked questions

Is e-invoicing compulsory for small businesses in South Africa now?

No. SARS has published a consultation paper proposing a Digital VAT Model, and written comments closed on 16 October 2026. The paper describes a phased and consultative approach, and SARS's media release sets no date for small businesses. Keep issuing valid VAT invoices as you do today.

What is the VAT registration threshold in 2026?

The compulsory VAT registration threshold rose from R1 million to R2.3 million with effect from 1 April 2026, according to SARS. A VAT e-invoicing system would concern VAT vendors.

Do I need new software because of the SARS e-invoicing proposal?

Not today. Nothing has been finalised, so there is no requirement to change tools yet. If you are a VAT vendor, it is sensible to use software that keeps clean, structured records and to watch SARS announcements. Ask your accountant what applies to your business.
